As per the Israeli Gas Law: pipelines for the transmission of natural gas at high pressure, over land or in coastal waters, and the gas installations connected thereto, including installations for the reduction of pressure to low pressure for connection of a distribution network or of someone else’s gas installation thereto, all up to the meters set out in section 37(a), including the meters themselves, other than collection pipes as set out in section 35(b) of the Petroleum Law. The Israeli tranmission lines are all working at between 70-80 bar pressure.
INGL is obliged to link up any consumers that requests to be linked up and who wishes to consume more than 2000 cubic meters per hour and 12 million cubic meters per year (large consumers).
The tariff that INGL charges from consumers linked up to the transmission system consists of a capacity charge and an actual flow charge for large consumers and from marketers in the distribution network an actual flow tariff that encompasses within in the capacity charge in order to ease the payment from consumers of the distribution networks.
The statutory process to promote all the natural gas infrastructure including the transmission system is the TAMA 37. This TAMA deals with the sources of natural gas that are currently known in the south of the country, from the Mari-B discovery of Yam Tethys west of Ashkelon, to the gas field discovered by BG south west of the Marri-B field as well as sources that were made available from Egypt
The TAMA defined to date 2 receiving and treatment terminals one in Ashdod and one in Ashkelon at the Katza site each of which was planned to be able to receive and treat 6-7 bcm of gas per year and an offshore and an onshore natural gas transmission system as seen below
The natural gas system includes 28 valve stations from which it is possible to exit the transmission system and go to customers that are not able to take gas off the high pressure transmission system. In addition, throughout the transmission line there are 54 ball valve stations from which it is also to branch off to consumers. In fact with a relatively easy engineering process it will be possible to hook up new potential consumers throughout the line even if a valve station is missing by using hot tapping technique, but this option is limited to linking up a pipeline of 8 diameter
