A facility for the production or electricity or a power station where the two following conditions take place: (1) the energy used to generate electricity is renewable energy; (2) the rate of the renewable energy is not less than 70% of the total energy produced in the facility; in this matter, the use of fossil fuel during the course of electricity generation will be for back-up / support reasons only and its rate will not be higher than 30% of the overall electricity produced
