ארגון ה-OECD מקשר בין מדינות המחויבות לדמוקרטיה ולכלכלת השוק ברחבי העולם במטרה לעודד צמיחה כלכלית בת קיימא, לעודד תעסוקה, להעלות את רמת החיים, לשמור על יציבות פיננסית, לסייע להתפתחות הכלכלית של מדינות אחרות ולתרום לצמיחה במסחר העולמי. ישראל התחילה את תהליך ההצטרפות לארגון ה-OECD החל ביולי 2007, והוא כולל עבודת מטה של חלק גדול ממשרדי הממשלה, אותה מרכז משרד האוצר. תחום איכות הסביבה נחשב לאחד התחומים העיקריים בהם ישראל מפגרת אחרי אמות המידה שנקבעו על ידי הארגון. כדי להצטרף לארגון ישראל צריכה להקים שלושה מנגנונים מרכזיים: פיקוח על כימיקלים, פיקוח על פליטות מזהמים ופיקוח על מפגעים סביבתיים שיוצרים מפעלים. המשרד לאיכות הסביבה יצטרך 45 תקנים על מנת לעמוד בדרישות הארגון. יהיה עליו להקים מנגנון ארצי של רישוי המשתמשים בכימיקלים, המסדיר את התנאים של כל עסק העוסק ברישום חומרים מסוכנים. מנגנון נוסף שיידרש הוא מנגנון של רישוי מפעלים שישלב את כל התחומים: היתרי הזרמה לים, היתרי רעלים, היתר פסולת ובעתיד היתר פליטה. במנגנון הרישום יכללו 150 מפעלים, כולל תחנות כוח, שלצורך הפעלתן ידרשו תקנים נוספים. |

Deepest well
In December 2008 Shell set a world water depth record in drilling and completing a subsea well 9,356 ft below the water's surface. The SA001 well was drilled to 16,300 ft TD in Silvertip field at the Perdido regional development project, 200 miles from Houston. Silvertip field is on Alaminos Canyon Block 815 in OCS lease G19409 in the Gulf of Mexico. The Noble Clyde Boudreaux double-derrick, dual-activity semisubmersible drilled and completed the record well. The semisub employed 16 mooring lines on this project. As an oil well, the Silvertip record is 35% deeper than the previous oil well record of 6,950 ft, also set by Shell in Fourier field also in the gulf. At Perdido, Shell intends to drill an even deeper well in Tobago field at 9,627 ft on Alaminos Canyon Block 859. Shell operates Perdido on behalf of partners Chevron Corp. and BP PLC. Moored in 8,000 ft of water, the drilling and production facility will be the deepest offshore well in the world. Nine polyester mooring lines averaging more than 2 miles in length now hold the spar in place. The floating structure will weigh 50,000-tons and be nearly as tall as the Eiffel Tower when fully operational. First production from Perdido is expected in early 2010, with the facility capable of handling 130,000 boe/d. |

בדצמבר 2008 חברת "של" קבעה שיא עולמי בעומק המים לקידוחים ובהשלמת באר נפט 9356 רגל מתחת לפני הים. באר SA001 נקדחה לעומק כולל של 16300 רגל בשדה "סילוורטריפ" במסגרת פרויקט לפיתוח שדות נפט באתר פרדידו, במרחק 200 מייל מיוסטון. שדה הנפט "סילוורטריפ" ממוקם בבלוק 815 של קניון אלאמינוס בשטח חזקה מספר G19409 במפרץ מקסיקו. הבאר השוברת שיאים נקדחה והושלמה באמצעות אסדת קידוח שקועה למחצה "נובל קלייד בורדו" בעלת מגדל קידוח כפול. בפרויקט זה נעשה שימוש ב-16 כבלי עגינה. השיא שקבעה באר "סילוורטריפ" כבאר הנפט העמוקה ביותר בכל הזמנים, מקדים ב-35% את השיא האחרון ששייך אף הוא לחברת "של" ונרשם בשדה נפט "פורייר" שבמפרץ- באר בעומק 6950 רגל. בפרדידו מתכננת חברת "של" לשבור שיא חדש ולקדוח באר לעומק 9627 רגל בשדה הנפט "טובגו" הממוקם בבלוק 859 של קניון אלאמינוס. חברת "של" מפעילה את אתר הקידוחים פרדידו מטעם החברות השותפות שברון ו-BP PLC. מתקן ההפקה והקידוחים יעוגן בעומק של 8,000 רגל מתחת לפני הים ויהווה את באר הנפט הימית העמוקה ביותר בעולם. תשעה כבלי עגינה מפוליאסטר באורך יותר מ-2 מייל מחזיקים את אסדת ה-SPAR במקום. מבנה צף זה במשקל 50000 טון יתנשא בזמן תפעולו המלא לגובה הקרוב לזה של מגדל אייפל. אתר פרדידו צפוי להתחיל להפיק נפט בתחילת 2010 באמצעות מתקן בעל כושר הפקה של 130000 boe ליום. |

Gas flaring
Disposing of waste gas by burning. Gas associated with oil extraction is burnt off into the atmosphere. Flaring of produced gas - the process of burning-off surplus combustible vapors from a well, either as a means of disposal or as a safety measure to relieve well pressure - is the most significant source of air emissions from offshore oil and gas installations. For many years when natural gas prices were too low, companies that drilled for oil and used to discover gas, would vent the gas into the atmosphere. The standard joke at the time used to be: I have good news and bad news. The bad news is that I didn't find any oil, and the good news is that at least I didn't discover any gas either.
